Join us at Hilton Norfolk The Main on Thursday, October 7, 2026, for our pre-conference summit, “Anchored in Organizational Care: A Holistic Approach to Workplace Violence Prevention.”
This full-day pre-conference workshop will feature several engaging speakers and subject matter experts who represent various workplaces across diverse industries, including the federal government, healthcare, and public schools. Topics will explore integrated approaches to enhancing workplace violence prevention through multidisciplinary threat assessment and management. Special emphasis will be given to exploring the unique role that EAPs can perform through developing collaborative prevention strategies and effective intervention engagement.
This pre-conference is designed for EA practitioners and affiliate disciplines whose professional roles include opportunities to support workplace organizations in preventing acts of targeted violence.
Topics will include:
• Assessing and managing complex insider threats
• Effective engagement and responsiveness to employee grievances and misconduct
• Utilizing supervisory consultations as a frontline strategy of threat management

About the Presenters:
Maria Luz Martinez, PsY, LCSW
Dr. Martinez is a clinical psychologist and a Licensed Clinical Social Worker. She supervises the Los Angeles County Department of Mental Health School Threat Assessment Response Team (START). START provides threat assessment, intervention, and risk management of students of all ages at risk for targeted school violence. Dr. Martinez supervises and coordinates program activity in partnership with educational and law enforcement agencies. START has been nationally recognized as a model program for the prevention of targeted school violence. The Harvard Innovative Ideas Award, National Association of Counties (NACO) Award for Excellence, and the Mental Illness and Extra Mile award by the law Enforcement Conference (MILES) have recognized START’s contribution to violence prevention.
Dr. Martinez has been awarded the following recognitions for her contributions in threat assessment:
- The Outstanding Achievement in Contribution in the Field of Threat Assessment, Los Angeles County Department of Mental Health Emergency Outreach and Triage Division
- Special Recognition Award for Outstanding Service of Significant Contributions that Advance Campus Safety, Biola University
- The Humanitarian Award for Outstanding Contributions in Providing a safe Environment for Communities, Stepping In Conference, 2024.
Dr. Martinez is a certified Threat Assessment Trainer by the Department of Homeland Security,
Kelly Busta
Ms. Busta has twenty years’ experience in higher education with a focus on threat assessment and management, mental health and wellness, and gender violence. Kelly is the Director of Threat Management for Health Sciences at the University of Southern California. There, she oversees the assessment and management program for Keck Medicine of USC and the Keck School of Medicine. She recently received competitive grant funding to develop healthcare focused threat assessment and management and virtual reality active shooter training through the US Department of Homeland Security’s Center for Prevention Programs & Partnerships (CP3), Targeted Violence and Terrorism Prevention program. She is a certified Mental Health
First Aid (MHFA) instructor, a Crisis Intervention Team (CIT) Coordinator and a Civilian
Response to Active Shooter Events (CRASE) trainer. She is a member of the Association of
Threat Assessment Professionals (ATAP) and the International Association of Healthcare
Safety and Security (IAHSS). She holds Bachelor of Arts and Master of Arts degrees from the University of Denver and a Master of Professional Studies degree from The George Washington University. Kelly is currently pursuing the Doctor of Policy, Planning, and Development (DPPD) at USC’s Price School of Public Policy.

By the end of this session, participants will be able to:
1. Describe the core components of effective Behavioral Threat Assessment & Management (BTAM) programs and how they function across healthcare, community mental health, and law enforcement settings.
2. Analyze real-world case studies from Keck Medicine of USC and Los Angeles County Department of Mental Health to identify decision points, barriers, and successful intervention strategies.
3. Explain how cross-sector collaboration improves early identification, risk mitigation, and continuity of care for individuals exhibiting concerning behaviors.
4. Identify common legal, ethical, and operational challenges in information sharing across agencies and strategies used to overcome them while maintaining privacy and compliance.
5. Apply practical tools and lessons learned to strengthen participants’ own organizational or community-based threat assessment and management efforts
