Are you a SAP?  Do you ever wonder about the role of the MRO in the SAP process?  As a certified MRO, Dr. Winter plays a critical role in overseeing drug testing processes, ensuring regulatory compliance, and supporting safe workplace practices. Who Presents?

About the Presenter: Laura Winters

Dr. Laura Winter is a physician specializing in Occupational Medicine, serving as Department Chair for Employee/Occupational Health at the Oklahoma VA Medical Center, as Chief of Staff at Fishburn Medical in Albuquerque, as well as working as a staff physician and SAP with Meaningful Recovery of New Mexico. She is board-certified in Occupational Medicine and is a Fellow of the American College of Legal Medicine. Her work focuses on workplace health, safety, and wellness, drawing on experience from clinical practice and medicolegal perspectives.

 

Dr. Winter holds a Doctor of Medicine from Texas Tech University Foster School of Medicine (2013), a Masters in Environmental Science from Stephen F. Austin State University (2018), a Juris Doctor from the University of Tulsa College of Law (1996), and a BA magma cum laude in Economics from the University of Tulsa (1991). She maintains active medical in Oklahoma, Texas, Louisiana, New Mexico, and Hawaii. She maintains law licenses in Texas and Oklahoma. She is also a Medical Review Officer (MRO) and DOT Medical Examiner.

 

As a certified MRO, Dr. Winter plays a critical role in overseeing drug testing processes, ensuring regulatory compliance, and supporting safe workplace practices. Her experience includes managing complex cases involving substance use and providing guidance that balances employee well-being with occupational safety standards.

 

When she isn’t practicing medicine or law, Dr. Winter serves as the CEO of Wonderland Arts, a film production company in Tulsa, Oklahoma that focuses on thrillers, science fiction, and coming of age stories. She is currently studying Art and Film at Tulsa Community College. She lives in both Tulsa and Albuquerque with an orange cat but can more often be found at a film festival.

Learning Objectives

1.    Understand the Role and Responsibilities of Medical Review Officers (MROs)

By the end of the lecture, participants will be able to describe the key functions of an MRO in the workplace drug testing process, including result verification, donor communication, and legal compliance.

 

2.   Recognize the Importance of Confidentiality and Ethical Considerations in MRO Practices

Participants will gain an understanding of how MROs uphold confidentiality and adhere to ethical and legal standards when interacting with donors, employers, and Substance Abuse Professionals.

 

3.   Explore the Collaboration Between MROs and Substance Abuse Professionals (SAPs)

Participants will learn how MROs and SAPs work together in the return-to-duty process and beyond, focusing on effective communication, shared responsibilities, and the rehabilitation journey for employees.
